Teachers’ salaries in 2026: how basic pay, allowances and take-home pay have changed

In brief

  • New scheme from 1 September 2026: a teacher’s basic salary is calculated as 28,885 UAH, multiplied by the qualification category coefficient (in accordance with CMU Resolution No. 1078 of 31 August 2026).
  • Salary per teaching load (18 teaching hours): ranges from 13,865 UAH (no category) to 15,020 UAH (highest category).
  • Guaranteed minimum: for a school teacher, including the mandatory 20 per cent prestige allowance, this amounts to 16,638 UAH in gross earnings (approximately 12,811 UAH ‘take-home pay’).
  • Overall salary level: according to estimates by the Ministry of Education and Science, a school teacher’s full monthly pay ranges from 16,600 to 37,000 UAH gross (12,800 to 28,500 UAH after tax).

Teachers’ salaries from 1 September 2026

From 1 September 2026, Cabinet of Ministers Resolution No. 1078 of 31 August 2026 ‘On the terms of remuneration for teaching and academic staff’ will come into force. The document establishes a new calculation method: the basic salary is determined by multiplying the base amount of 28,885 UAH by the relevant coefficient.

Table of basic salaries by category

Qualification categoryCoefficientBasic salary per rate
Specialist (no category)0.4813,865 UAH
Second-category specialist0.4914,154 UAH
First-category specialist0.5114,731 UAH
Highest-category specialist0.5215,020 UAH

Note: amounts in hryvnias are calculated by multiplying the base amount by a coefficient and rounding to the nearest whole hryvnia.

A teaching title increases the salary:

  • ‘Methodologist Teacher’ — by 15%;

  • ‘Senior Teacher’ — by 10% (in accordance with CMU Resolution No. 1391).

These increases form the new basic salary, on the basis of which all other allowances and supplements are subsequently calculated (clause 6 of Resolution No. 1078).

Schools have been removed from the Unified Pay Scale: CMU Resolution No. 1298 is no longer applied when calculating the salaries of teachers at general secondary education institutions. The concept of the ‘salary for the 1st pay grade’ for school teachers ceases to have legal effect from September.

The lowest teacher’s salary (13,865 UAH) is approximately 1.6 times the minimum wage (8,647 UAH from 1 January 2026, in accordance with Article 8 of the Law of Ukraine ‘On the State Budget of Ukraine for 2026’). The provision of Article 61 of the Law of Ukraine ‘On Education’, which stipulates a salary equivalent to three times the minimum wage, has been suspended for 2026 by Law No. 4695-IX.

Allowances and supplementary payments for teachers

All percentage-based allowances are calculated on the basis of the basic salary, taking into account increases for teaching qualifications.

The allowance for the prestige of teaching work is set by the head of the institution within the limits of the wage fund. From 1 September 2026, for school teachers it may not be less than 20 per cent, and for specialists at inclusive resource centres — less than 25 per cent. It is calculated on the basis of the total teaching workload.

The allowance for an honorary title is paid provided that it corresponds to the nature of the work. Where several titles are held, payment is made on the basis of the highest of them.

In accordance with Article 57 of the Law of Ukraine ‘On Education’, teaching staff are also guaranteed:

  1. A health allowance equivalent to one month’s basic salary during annual leave.

  2. An annual cash bonus for diligent work amounting to up to one basic salary.

A supplement of 2,600 UAH: who is entitled to the payment from September

From 1 September 2026, Resolution No. 1286 of the Cabinet of Ministers of Ukraine will come into force in its new version. Only teachers at state and local authority schools offering full-time or blended learning, who work in communities in frontline or border regions, are eligible for a supplement of 2,600 UAH per month for working in adverse conditions (in accordance with the approved list). The payment is made in proportion to the teaching load until the end of the year in which martial law is suspended or lifted.

For other teachers, according to clarifications from the Ministry of Education and Science, the sum of 2,600 UAH is included in the increased salary. By way of comparison: until September, this supplement amounted to 2,600 UAH for all school teachers and 5,200 UAH for those working in frontline communities.

If, following the implementation of Resolution No. 1078, your salary (excluding bonuses) has decreased, the educational institution is obliged to pay the difference between the previous and new amounts (clause 9 of CMU Resolution No. 1078). Compare your payslips for August and September; if the compensatory difference has not been credited, contact the accounts department, referring to the aforementioned provision.

Step-by-step guide to calculating salary

  1. Determining the basic salary: multiply the base amount (28,885 UAH) by the category coefficient. Add any increase for a teaching qualification, if applicable.

  2. Taking teaching load into account: multiply the resulting salary by the ratio of your weekly hours to the standard (18 teaching hours in accordance with Part 3 of Article 24 of the Law of Ukraine ‘On Complete General Secondary Education’).

  3. Calculation of allowances and supplements: calculate the percentages of allowances (for length of service, prestige, form tutor duties, marking exercise books, supervision of classrooms, etc.) based on the increased salary.

  4. Regional allowance: add 2,600 UAH (proportional to the teaching load) if the institution is located in a frontline or border zone.

  5. Calculation of the ‘take-home’ pay: deduct personal income tax (18%) and the military levy (5%) from the total amount accrued. The total deductions amount to 23 per cent, meaning the take-home pay is 77 per cent of the gross amount.

Calculation examples

Example 1. A teacher in the highest category with over 20 years’ service

  • Conditions: 18-hour teaching load, highest category, length-of-service allowance — 30%, prestige allowance — 20%, form tutor for Years 5–11 — 25%.

  • Total percentage of allowances: 75 per cent of the basic salary.

  • Accrued salary: 26,285 UAH.

  • Take-home pay: 20,239 UAH (after tax deductions).

Example 2. Entry-level (teacher without a category)

  • Conditions: 18-hour workload, specialist without a category, only the mandatory prestige allowance — 20 per cent.

  • Accrued salary: 16,638 UAH.

  • Take-home pay: 12,811 UAH (after tax deductions).

Calculation of hourly pay

There is no separately defined ‘lesson rate’ for a permanent teacher, as the monthly rate is paid for 18 teaching hours per week (pro-rata for other teaching loads). Hourly rates apply in two specific cases:

  1. Replacing a teacher who is temporarily absent (for up to two months):

    • In accordance with the Instructions on the procedure for calculating the salaries of education staff (Order of the Ministry of Education and Science No. 102 of 15 April 1993), the monthly rate is divided by 76.2.

    • The hourly rate for substitution (before the addition of allowances and deduction of tax) is:

      • for a specialist without a category — approximately 182 UAH;

      • for a teacher of the highest category — approximately 197 UAH.

  2. Hourly pay for conducting lessons:

    • Until 1 January 2027, this is calculated in accordance with Annex 5 to CMU Resolution No. 1298.

    • From 1 January 2027, the new rates set out in CMU Resolution No. 1078, expressed as a percentage of the base amount of 28,885 UAH, will apply.

Timeline of changes in 2026

  • From 1 January 2026: by CMU Resolution No. 1749 of 26 December 2025, teachers’ basic salaries were increased. The official descriptive section of the resolution specifies a 40 per cent increase, although public explanations from the government and the Ministry of Education and Science mentioned 30 per cent. The text of the regulatory act itself serves as the legal basis for calculation.

  • From 1 September 2026: Resolution No. 1749 ceases to apply to schools due to their transition to the scheme set out in Resolution No. 1078. The amount and percentage of the pay rise are determined on an individual basis for each employee.

  • From 1 January 2027: Resolution No. 1749 ceases to have effect in its entirety, as does paragraph 2 of Resolution No. 1286.
