Average wages in Ukraine: the latest figures by region and sector

According to the State Statistics Service, the average salary for July 2026 stood at 32,243 UAH, whilst the Pension Fund of Ukraine’s pension figure for June was 28,169.69 UAH. Why do these figures differ, and how should they be calculated correctly? Below, we analyse the trends over the years, regional and sectoral statistics, as well as real job vacancies from Injobe.

Average wages in Ukraine: the latest figures by region and sector

In brief

  • Average salary of permanent employees according to the State Statistics Service: 32,243.0 UAH in July 2026 (this is 1.6 per cent less than in June 2026 — 32,783 UAH).

Average salary in Ukraine according to the latest official data

The average monthly salary for permanent employees in July 2026 was 32,243.0 UAH per month. These are the latest figures released by the State Statistics Service as at 17 September 2026 (published on 31 August 2026; there is a one-month delay in publication).

Compared with June 2026 (32,783 UAH), the figure fell by 1.6 per cent — the first decline in the last six months.

What exactly does this figure mean

32,243.0 UAH is the average gross salary per full-time employee before tax deductions. It does not reflect the ‘take-home’ pay and is not the median salary.

The difference, using one month as an example (June 2026): 32,783 UAH according to the State Statistics Service versus 28,169.69 UAH according to the Pension Fund of Ukraine. The Pension Fund’s figure is lower, as it additionally covers small employers and the self-employed.

The calculation methodology is set out in the Instructions on Wage Statistics (Order of the State Statistics Committee No. 5 of 13 January 2004). The official survey does not include sole traders and their employees.

Limitations of official statistics

The data are presented excluding temporarily occupied territories and parts of territories where hostilities are (or were) taking place. Figures for frontline regions are calculated based on a reduced sample of enterprises.

Average wages by region

A full breakdown by region is currently available for April 2026 (according to the Minfin portal, citing the State Statistics Service). The average salary across Ukraine stood at 30,515 UAH. It was higher than the Ukrainian average only in the city of Kyiv, as well as in the Luhansk and Kyiv regions.

Average wages by sector

The gap in income levels between sectors is significantly greater than that between regions. In July 2026, the gap between the two extremes was almost fourfold:

Average teacher’s salary

The State Statistics Service does not publish separate statistics on teachers’ salaries, so the official benchmark is the figure for the ‘Education’ sector — 20,237 UAH in July 2026.

How teachers’ salaries changed in 2026:

  • From 1 January to 31 August 2026: teachers’ salaries were increased by 40 per cent (Cabinet of Ministers Resolution No. 1749 of 26 December 2025).

  • From 1 September 2026: a new calculation system was introduced (CMU Resolution No. 1078 of 31 August 2026):

Post salary = Base amount (28,885 UAH) × Post coefficient

For a specialist teacher without a category, the coefficient is 0.48. Therefore, the basic salary before the addition of allowances and supplements is: 28,885 × 0.48 = 13,865 UAH.

Which institutions are covered by the new scheme

  • State budget: The new scheme is mandatory from 1 September 2026 for educational institutions funded from the state budget (sub-clause 3 of clause 2 of Resolution No. 1078). The Unified Pay Scale (Resolution No. 1298) and Resolution No. 1749 no longer apply to the calculation of their salaries.

  • Local budgets: For locally funded educational institutions, the new schemes are merely recommended (paragraph 3). Until these are actually implemented, salaries there are determined in accordance with the Unified Pay Scale (Resolution No. 1298), whilst the 40 per cent increase remains in force by reference to Resolution No. 1749.

    Wage growth is nominal (excluding inflation): +23.1% in 2024 compared with 2023 and +13.8% in December 2025 compared with November.

    Average wage for pension calculation

    The Pension Fund of Ukraine (PFU) indicator is a separate figure reflecting the average wage on which insurance contributions were actually paid.

    How exactly is the old-age pension calculated?

    The earnings used to calculate the pension (in accordance with Article 40 of Law No. 1058-IV) are calculated in two steps:

    1. The average salary in Ukraine over the three years preceding the year in which the pension application is made is taken.

    2. This is multiplied by your individual coefficient (the ratio of your salary to the national average for each month of employment).

    The resulting amount is multiplied by the coefficient for your insurance record (Articles 25 and 27 of Law No. 1058-IV).

    Example for an application in 2026:

    Take the average salary in Ukraine for the previous three years (2023–2025):

    (14,308.46 UAH + 17,486.60 UAH + 20,653.55 UAH) ÷ 3 = 17,482.87 UAH.

    Even if the news reports an average salary of over 32,000 UAH, the basic calculation for the pension in 2026 will be based on 17,482.87 UAH.

    Why can’t a pension be calculated simply ‘based on a salary of 20,000 UAH’?

    Your own salary is not taken into account as a fixed amount, but as a coefficient — a comparison of your income with the national average for each specific month. Therefore, the same amount in different years will yield different results.

    Comparison of national social indicators

    Below are the key national financial figures applicable in 2026, and their areas of application:

    • Pension index: 17,482.87 UAH (average salary over the previous three years: 2023–2025). Where it is used: used to calculate the amount of old-age pensions (Article 40 of Law No. 1058-IV).
    • Average salary for maintenance payments: determined based on data from the State Statistics Service for the relevant region. Where it applies: used to calculate child maintenance arrears if the payer was not in employment, is a sole trader on the simplified tax system, or receives income from the state without a legal aid agreement (Article 195(2) of the Family Code; Article 71 of Law No. 1404-VIII).
    • Minimum wage: 8,647 UAH per month or 52 UAH per hour. Where it applies: the statutory minimum wage (Article 8 of Law No. 4695-IX ‘On the State Budget of Ukraine for 2026’).
    • Subsistence minimum: 3,209 UAH per person per month (3,328 UAH for persons of working age). Where it applies: the base figure for calculating social payments, benefits and allowances (Article 7 of the Law on the State Budget No. 4695-IX).

    How much do job vacancies on Injobe offer

    On the Injobe platform, 37 active vacancies have been published (of which 16 are remote — 43.2 per cent).

    As the salary ranges in the vacancies are stated in US dollars ($), whilst official statistics are kept in hryvnias, this data serves as an additional snapshot of job offers, rather than the overall market median.

    For the most common roles, 19 vacancies with specified salaries were analysed:

    • Median range: from $700 to $1,500.

    • Overall range: from $350 to $6,000.
