Thursday, 8 October 2026. The date is set by decree and is not tied to a specific day of the week, so there are no reschedulings.

The official name in the decree is ‘Lawyer’s Day’ (without the word ‘of Ukraine’). The form ‘Lawyer’s Day of Ukraine’ is often used by the media and institutions, but it does not appear in the official document. For administrative purposes and orders, the name given in the decree should be used.

Why is the holiday on 8 October

Decree No. 1022/97 ‘On Lawyer’s Day’ of 16 September 1997 was signed by President Leonid Kuchma (published in the newspaper ‘Uryadovyi Kur’ier’ on 18 September 1997). The full text of the decree consists of a preamble and a single provision:

‘In support of the initiative of the Ministry of Justice of Ukraine, the Ukrainian Bar Association and the Ukrainian Lawyers’ Union, I hereby decree: To establish a professional holiday in Ukraine — Lawyers’ Day — to be celebrated annually on 8 October.’

The document does not provide any justification for the choice of this specific date: it merely lists the three initiators.

Where did the story about ‘Ruska Pravda’ come from?

A widely circulated version, found on the websites of many institutions and universities as well as in the media, claims that on 8 October 1016, Yaroslav the Wise issued ‘Ruska Pravda’. However, there is no primary evidence to support this:

  1. No legislative act contains such a reference.

  2. The original ‘Yaroslav’s Pravda’ has not survived, and the earliest known copies were produced much later.

  3. Historians put forward two main theories regarding the date — approximately 1016 or the 1030s — and neither mentions a specific day.

In official documents and speeches, it is correct to state: ‘the public holiday was established by Presidential Decree No. 1022/97’.

Is 8 October a public holiday?

No, it is a normal working day.

Article 73 of the Labour Code (List of public holidays and non-working days): 1 January, 8 March, 1 May, 8 May, 28 June, 15 July, 24 August, 1 October, 25 December, as well as Easter and Trinity Sunday. The current version is set out in Law of Ukraine No. 3258-IX of 14 July 2023; 8 October is not included in this list.

  • Martial law: In accordance with Part 6 of Article 6 of the Law of Ukraine ‘On the Organisation of Labour Relations under Martial Law’ No. 2136-IX of 15 March 2022, during the period of martial law, the provisions of Article 73 of the Labour Code do not apply at all.

  • For HR managers: there are no grounds for a reduced working day or double pay on 8 October. The celebration is formalised by a company-wide order, and in the timesheet this day is marked as a normal working day.

    Who to congratulate on 8 October

    The decree does not restrict the scope of professionals: the holiday applies to everyone working in the legal profession — legal advisers, solicitors, notaries, judges, prosecutors, lecturers and academics in the field of law.

    At the same time, some of these categories also have their own professional days, which are likewise established by presidential decrees:

    There is no specific ‘Legal Services Day’ or ‘Military Lawyer’s Day’ established by law: specialists in legal services and lawyers of the Armed Forces of Ukraine are celebrated on 8 October.

    The notion that one is ‘higher’ than the other is mistaken: a lawyer is a profession and a qualification, whilst a barrister is a specific legal status.

    According to Article 6 of the Law of Ukraine ‘On the Bar and the Practice of Law’ dated 5 July 2012 No. 5076-VI, a person may become a barrister if they have a full higher legal education, who is proficient in the official language, has at least two years’ professional experience in the field of law, has passed a qualifying examination, completed a traineeship, taken the oath and received a certificate. Details of such a person are entered into the Unified Register of Barristers of Ukraine.

    Practical distinction: In accordance with Article 131-2 of the Constitution of Ukraine, only a lawyer may represent another person in court and defend them against criminal charges. The law specifies exceptions to representation in court (labour disputes, disputes concerning the protection of social rights, elections and referendums, minor disputes, as well as the representation of minors, juveniles or legally incapacitated persons). These exceptions do not apply to defence in criminal cases.

    When is International Lawyers’ Day?

    There is no such thing as International Lawyers’ Day as an official UN day: it does not feature in the UN’s list of international days and weeks, whilst informal calendars cite conflicting dates without reference to international instruments.

    The only international date with a verifiable history is International Day of the Endangered Lawyer, which has been observed on 24 January since 2010 on the initiative of the NGO Day of the Endangered Lawyer Foundation. Information about this day is featured in materials from the Office of the UN High Commissioner for Human Rights.

    In correspondence with foreign colleagues on 8 October, it should be specifically noted as a Ukrainian national professional holiday.

    How many lawyers are there in Ukraine: what the registers of lawyers and notaries reveal

    As at the end of April 2026, the Unified Register of Lawyers of Ukraine listed 73,316 lawyers, of whom 48,309 were practising (the remaining 25,007 had ceased practising or lost their licence to practise).

    According to data from the Unified Register of Notaries as at the end of August 2026, there were 6,156 notaries registered in Ukraine (5,484 private and 672 state-employed; the register grew by 311 people over the year).

    Official registers reflect only these two statuses and do not include the total number of legal advisers, judges, prosecutors and legal scholars.
